Add text for screens smaller than 640px

Set the announcement size with the slider. 10px is the minimum, and it steps up by 1 to a maximum of 24px
Text color
Choose a custom color for the text
Background color
Choose a custom color for the background
Padding
Add padding above and below the text
Add a bottom border
Display a border to separate the Announcement Bar. 5px is the minimum, and it steps up by 5 to a maximum of 30px
